De Zwarte Tulp is een anarchistische organisatie in de Bollenstreek, Zuid-Holland. Wij beschouwen in ieder geval de volgende gebieden als onderdeel van deze regio: Leiden, Oegstgeest, Leiderdorp, Sassenheim, Warmond, Voorhout, Noordwijk, Noordwijkerhout, Katwijk en Lisse. Als anarchisten nemen wij grenzen niet zo nauw, dus dit is slechts om een idee te geven aan waar wij actief zijn.
Wij zijn een gedecentraliseerde, clandestiene anarchistische organizatie. Dit is de praktische invulling die wij geven aan onze normen en waarden. Voor meer informatie over deze normen en waarden verwijzen we je naar onze ‘viewpoints’-pagina op de website.
Wij functioneren vanuit anonimiteit. Dit doen we om onze identiteiten te beschermen tegen staatsrepressie. Door deze anonimiteit kunnen wij illegale acties tegen staat, kapitaal en onrechtvaardigheid uitvoeren. Illegaliteit betekent niet per definitie dat wij ‘radicaler’ zijn dan andere anarchistische organisaties. Legale acties, vakbonden, kraakpanden, demonstraties, mutual aid organisaties, awareness-campagnes, voedseldistributie-evenementen, ruimten voor tegencultuur etc. zijn heel erg belangrijk en nuttig. Echter merken wij dat de illegale kant van activisme ondergewaardeerd is, terwijl dit is waar de meeste macht te pakken valt.
Ook vinden wij dat er al genoeg legale en/of formele, niet-anonieme organisaties in de regio zijn die dezelfde of vergelijkbare idealen als wij hebben, die overigens nauwelijks systematische verandering teweeg hebben gebracht. Dit is waarschijnlijk toe te rekenen aan de fouten van deze organisaties en/of de overheid die deze organisaties onderdrukt. Vandaar onze keuze voor de clandestiene kant van activisme.
Legale initiatieven zijn per definitie onderhevig aan de regels die staat en kapitaal aan deze organisaties opleggen. Zelfs als jouw organisatie geen rechtspersoon is, ben je hoofdelijk aansprakelijk als je toch een wet overtreed. Omdat je niet anoniem bent, ben je makkelijk te vinden en dus ook makkelijk te ‘berechten’. Hoe je het ook wend of keert, vroeger of later zal je op vriendelijke of minder vriendelijke wijze onderdeel van de status-quo worden, ontbonden worden of door gebrek aan succes langzaam leegbloeden. Hoe kan dit voorkomen worden?
Naar onze mening kan dit voorkomen worden door het geweldsmonopolie van de staat te doorbreken. In elk politiek stabiel land op de wereld heeft de overheid (en soms in mindere mate private organisaties) het alleenrecht op de toepassing van geweld in de breedste zin. Dit wordt in het Westen gerechtvaardigd omdat ze daarmee zogenaamd “democratische” wetten handhaven. Met “democratisch” wordt dan bedoeld dat de meerderheid het er mee eens is. Minderheden zullen dus per definitie altijd het onderspit delven door deel te nemen aan dit systeem, omdat het niet gebaseerd is op consensus. Dit is de macht van de overheid. De macht van de overheid zijn niet de bureaucraten, het geld of hierarchische machtsstructuren. De macht van de overheid rust op een sokkel. Deze sokkel is de politie. Zonder de politie is Den Haag machteloos.
Dus, in plaats van dat wij ongerechtvaardigde wetten bestrijden door een beroep te doen op het geweten van corrupte bureaucraten, bestrijden wij hun beslissingen met directe actie. Wij handhaven onze eigen wetten, onze eigen normen en waarden.
Op het moment dat ons belastinggeld gebruikt wordt op een manier die niet te rechtvaardigen valt zullen wij daartegen in actie komen. Wij zullen stelen of vernielen wat van ons is afgepakt door de belastingdienst en haar soldaten in blauw.
Niet alleen bereik je met acties zoals deze je doel meteen en direct, ook ben je niet afhankelijk van de mening van bureacraten ‘boven’ jou. Daarbovenop is het psychologisch effect ongekend en onmeetbaar. De lokale politie wordt geconfronteerd met hun eigen incompetentie en bureaucraten zullen bij elke beslissing overwegen wat jouw reactie zal zijn.
In extreme gevallen groeit dit soms uit tot zogeheten “schaduw-overheden”: extra-judiciele organisaties die met de overheid in competitie zijn over het geweldsmonopolie (of het streven naar het gebrek daarvan) binnen een bepaald territorium. Deze “schaduw-overheden” maken de facto de dienst uit in een territorium, maar worden wettelijk niet erkend. Wij hopen dat we de dag kunnen meemaken dat gemeenten, gemeenschappen,organisaties en individuen in de Bollenstreek, in ieder geval de facto, elk de onafhankelijkheid kunnen uitroepen, en zullen hier naar streven en voor strijden.
We hebben nu uitgelegd waarom wij een clandestiene organisatie zijn. Maar hoe zijn we dan ‘gedecentraliseerd’?
Een ”schaduw-overheid”, zoals de naam suggereert is vaker dan niet een hierarchische, gecentraliseerde organisatie. Een goed voorbeeld hiervan zijn drug-cartels. Ze heffen vaak informeel belasting binnen een bepaald gebied, forceren mensen drugs te produceren die ze dan met winst kunnen verkopen, allemaal onder de dreiging van moord en geweld.
Dit is in principe hetzelfde wat de formele overheid doet. Ze heffen belasting en forceren mensen deel te nemen aan productie-processen waar winst op gemaakt kan worden. Als je dit niet doet wordt je de armoede in gedrukt waardoor je hoogstwaarschijnlijk dakloos raakt en eten moet gaan stelen, waarvoor je vervolgens berecht wordt en opgesloten wordt. Iemand van hun vrijheid beroven beschouwen wij ook als geweld. Niet mee doen is dus geen keuze.
Ook private organisaties, zoals bedrijven, functioneren vergelijkbaar. Ze heffen belasting in de vorm van gestolen arbeidswaarde (of winst) en forceren mensen deel te nemen aan productie-processen waar de bazen rijker van worden. Voor de meesten van ons lijkt dit op vrijheid omdat je de keuze hebt om te kiezen wie je baas is. Maar er is bijzonder weinig mogelijkheid om geen baas te hebben zonder de armoede in te verdwijnen. Bij sommige bedrijven is het wat duidelijker. Woningbouw-corporaties forceren je huur (of eigenlijk private belasting) te betalen anders komt de politie je uitzetten omdat ze een deal met de overheid hebben, namelijk wettelijke inbedding van private huur in het wetssysteem. De NS is een nog duidelijker voorbeeld. Je betaalt belasting voor de treinreis in de vorm van een ticket. Doe je dit niet dan komen NS-beveiligers (of eigenlijk private politie) je de lange kant een stok laten zien.
Wij zullen dit nooit doen. Wij streven inderdaad naar macht, maar niet de macht van “de leider” of ”de aandeelhouders” of “de partij”. Wij streven naar sommige aspecten die typisch zijn voor een “schaduw-overheid”, maar niet allemaal. Wij streven naar de macht van het volk, van het individu. Wij streven tot de mogelijkheid tot zelfbeschikking. Wij streven naar vrijheid.
Dit betekent dat wij nooit mensen zullen forceren dingen voor ons te doen. Wij zullen nooit “protection money” of belasting afdwingen. Wij zullen ons enkel verzetten tegen organisaties die dit wel doen.
Dit bekent dat er ook geen “leider van de Zwarte Tulp” is. Ieder lid van de Zwarte Tulp doet vrijwillig mee. Alle beslissingen worden niet gemaakt door middel van een meerderheidsstem maar op basis van consensus. Als sommige leden niet mee willen doen aan acties, vanuit morele, praktische of emotionele overwegingen, dan hoeft dat niet. Voor elke actie, zoals jullie misschien hebben gemerkt, is er een apart team waarbinnen op basis van consensus acties op de been worden gezet.
In basis is de Zwarte Tulp dus een centraal media-platform waarop acties van de verschillende gedecentraliseerde teams op bekend worden gemaakt en hen de mogelijk biedt om hun beweegredenen te beargumenteren. Iedereen kan een Zwarte Tulp team opzetten, onder voorwaarde dat de actie in lijn is met onze normen en waarden. Dus ben jij het eens met onze normen en waarden en wil jij je verzetten tegen staat, kapitaal en onrechtvaardigheid? Doe je actie, samen of alleen, en stuur je persbericht en foto naar ons in en claim het in naam van de Zwarte Tulp. Doe dingen vanuit je eigen motivatie en niet omdat “de leider” het aan je opdraagt.
Wij zullen politie spelen totdat de overheid ophoudt te bestaan. De wet die wij handhaven is de wet die stelt: “Allen die zich in de Bollenstreek bevinden worden nergens toe geforceerd, maar staan vrij alles te doen binnen de perken van hun eigen vrijheid”.

The Black Tulip is an anarchist organization in the Bollenstreek, South Holland. We consider at least the following areas to be part of this region: Leiden, Oegstgeest, Leiderdorp, Sassenheim, Warmond, Voorhout, Noordwijk, Noordwijkerhout, Katwijk and Lisse. As anarchists we don’t take borders so seriously, so this is just to give you an idea of where we operate.
We are a decentralized, clandestine anarchist organization. This is the practical interpretation that we give to our norms and values. For more information about these norms and values, we refer you to our ‘viewpoints’ page on the website.
We operate from anonymity. We do this to protect our identities against state repression. This anonymity allows us to carry out illegal actions against state, capital and injustice. Illegality does not necessarily mean that we are more “radical” than other anarchist organizations. Legal actions, unions, squats, demonstrations, mutual aid organizations, awareness campaigns, food distribution events, counter-culture spaces etc. are very important and useful. However, we notice that the illegal side of activism is undervalued, while this is where most of the power lies.
We also believe that there are already enough legal and/or formal, non-anonymous organizations in the region that have the same or similar ideals as we do, but that have barely brought about any systematic change. This is probably caused by mistakes made by these organizations and/or repression by the government. Hence our choice for the clandestine side of activism.
Legal initiatives are by definition subject to the rules that state and capital impose on these organizations. Even if your organization is not a legal entity, you are jointly and severally liable if you do violate a law. Because you are not anonymous, you are easy to find and therefore easy to put on trial. However you look at it, sooner or later you will become part of the status quo in a friendly or less friendly way, be disbanded or slowly bleed out due to lack of success. How can this be prevented?
In our view, this can be prevented by breaking the state’s monopoly on violence. In every politically stable country in the world, the government (and sometimes, to a lesser extent, private organizations) has a monopoly on the application of violence in the broadest sense. In the West, this is supposedly justified because, by doing so, they enforce “democratic” laws. “Democratic”, in this case, means that the majority agrees. So, by definition, minorities will always lose out by participating in this system, because it is not based on consensus. This is the power of government. The power of government is not bureaucrats, money or hierarchical power structures. The power of the government rests on a pedestal. This pedestal is the police. Without the police, The Hague is powerless.
So, instead of fighting unjustified laws by appealing to the consciences of corrupt bureaucrats, we fight their decisions with direct action. We enforce our own laws, our own norms and values.
When our tax money is used in an unjustifiable way, we will take action against it. We will steal or destroy what has been taken from us by the “taxation-service” and its soldiers in blue.
Not only do you achieve your goal immediately and directly with actions such as these, you are also not dependent on the opinion of bureaucrats ‘above’ you. In addition, the psychological effect is unprecedented and immeasurable. The local police are faced with their own incompetence and bureaucrats will consider what your response will be in every decision.
In extreme cases, this sometimes grows into so-called “shadow governments”: extra-judicial organizations that compete with the government over the monopoly of violence (or pursuing the lack thereof) within a certain territory. These “shadow governments” de facto rule a territory, but are not legally recognised. We hope that we can see the day when municipalities, communities,organizations and individuals in the Bollenstreek can, at least de facto, each declare independence, and we will strive and fight for this.
We have now explained why we are a clandestine organization. But how are we “decentralized”?
A “shadow government”, as the name suggests, is more often than not a hierarchical, centralized organization. A good example of this are drug cartels. They often informally tax within a certain area, force people to produce drugs that they can then sell for a profit, all under the threat of murder and violence.
This is basically the same as the formal government does. They levy taxes and force people to participate in production processes where profit can be made. If you don’t do this they’ll push you into poverty, which will most likely leave you homeless and forced to steal food, for which you will then be tried and imprisoned. Depriving someone of their freedom is also considered violence by us. So not participating is not a choice.
Private organizations, such as companies, also function similarly. They levy taxes in the form of stolen labor value (or profit) and force people to participate in production processes that enrich the bosses. For most of us, this looks like freedom because you have the choice to choose who your boss is. But there is very little possibility of not having a boss, without falling into poverty. With some companies it is a bit clearer. Housing corporations force you to pay rent (or private tax) otherwise the police will evict you because they have a deal with the government, namely legal embedding of private rent in the legal system. The NS is an even clearer example. You pay tax for the train journey in the form of a ticket. If you don’t do this, NS security guards (or private police) will show you the long side of a stick.
We will never do this. We indeed strive for power, but not the power of “the leader” or “the shareholders” or “the party”. We strive for some aspects that are typical of a “shadow government”, but not all. We strive for the power of the people, of the individual. We strive for the possibility of self-determination. We strive for freedom.
This means that we will never force people to do things for us. We will never levy “protection money” or taxes. We will only oppose organizations that do.
This means that there is no “Leader of the Black Tulip” either. Every member of the Black Tulip participates voluntarily. All decisions are not made by majority vote but by consensus. If some members do not want to participate in actions, for moral, practical or emotional reasons, they do not have to. For each action, as you may have noticed, there is a separate team within which actions are set up on the basis of consensus.
Basically, the Black Tulip is a central media platform on which the actions of the various decentralized teams are announced and offers them the opportunity to argue their motivations. Anyone can set up a Black Tulip team, provided that the action is in line with our norms and values. So do you agree with our norms and values and do you want to oppose state, capital and injustice? Take action, together or alone, and send us your press release and photo and claim it in the name of the Black Tulip. Do things from your own motivation and not because “the leader” tells you to.
We will play police until government ceases to exist. The law that we enforce is the law that states: “All who are in the Bollenstreek are not forced to do anything, but are free to do everything within one’s own freedom”.
